CORES/Call Sign/ASR Registration Help

Before you access ULS, use the CORES/Call Sign/ASR registration function to receive your FCC Registration Number (FRN)and password from the FCC's Commission Registration System (CORES).  You must then register current call signs and ASR numbers to be associated with your FRN within the Universal Licensing System.  (ASR stands for Antenna Structure Registration.)  You do not have to hold an FCC license to register with CORES or ULS.

An FRN is mandatory for filing in ULS and ASR. If you are an existing licensee and registered with ULS before December 3, 2001, your Taxpayer Identification Number (TIN) and, if applicable, a Subgroup Identification Number (SGIN) will already be associated with an FRN. Each TIN/SGIN combination received a unique FRN.  If you are an existing licensee, make sure you enter the FRN to which you want your online applications associated.

To determine which FRNs are associated with existing licenses or ASR numbers, search by call sign in ULS License Search or ASR number in ASR Registration Query.  The FRN associated with a call sign will appear on the License Search results screen; the FRN associated with an ASR number will appear on the Owner tab in the registration record. To determine all the FRNs associated with a TIN, search by the Licensee ID for that TIN.

If you find that an FRN has not been associated with your current FCC licenses or ASR numbers when you query ULS License Search or ASR Registration Query, you must submit a one-time CORES registration and then register current call signs and ASR numbers with the appropriate FRN in ULS.

A note on passwords: Your CORES password is also used for ULS and ASR.  For most registrants, CORES passwords are the same as former ULS passwords.  However, passwords must now be between 6 and 15 characters in length.  If your ULS password was less than 6 characters, CORES has placed one or more asterisk (*) symbols at the end to make it 6 characters long.  Similarly, CORES has eliminated all characters following the 15th place.

Registering with CORES

If you have not registered with ULS/ASR or CORES before, choose the CORES/Call Sign Registration button from ULS Home. On the following page, select Register Now, and click Continue.   ULS will automatically direct you to the CORES website to register with the FCC and receive an FRN.   If you have filed an application manually in ULS or through a certified application coordinator, use ULS License Search to determine if your call sign has already been issued an FRN.

Follow the instructions provided at the CORES site to register with the FCC as an organization or an individual. Provide CORES with your Employer Identification Number (EIN), if applying for an organization, or your Social Security Number (SSN), if applying as an individual.  Fill in all required contact information, and choose a password.  You will be presented with an FRN on the CORES confirmation page. Print this page for your records.

You may return to ULS or ASR from the CORES confirmation page. Under the section titled "To continue on to another FCC Filing system," choose ULS.  From there, you may go directly to ULS or ASR online filing, or you may register existing call signs or ASR numbers to be associated with your FRN--see Call Sign/ASR Information for more information.

Updating Your Registration Information

If you wish to update the information associated with your FRN, such as your contact address, contact name, entity type, or password, select Update Registration Information, and click Continue. You will be directed automatically to the CORES system, where you may login with your FRN and password. Then choose the information you wish to update. Please see these important notes on FRNs, TINs, and passwords.

Once you submit your changes, you may return to ULS or ASR from the CORES confirmation page. Under the section titled "To continue on to another FCC Filing system," choose ULS.  From there, you may go directly to ULS or ASR online filing, or you may register existing call signs or ASR numbers--see Call Sign/ASR Information for more information.

Call Sign/ASR Information

Once you have received your FRN and password, enter the call signs and/or ASR numbers of your current licenses or registrations (if any).  Even though you already have FCC licenses, you must identify to ULS the call signs/ASR numbers that are to be associated with your FRN.  Then, in subsequent online filing sessions, ULS will recognize your FRN and authorize you to update the license information of the call signs/ASR numbers you registered with the system.  ULS will not permit you to update license information unless you have registered the call sign of the license or the ASR number with an FRN in ULS. 

At the CORES/Call Sign/ASR Registration screen, choose Update Call Sign/ASR Information.

At the next login screen, login with your FRN and password. If you are an existing ULS licensee and registered prior to December 3, 2001, you have the option to login with your FRN or TIN (and SGIN, if applicable), but you must use your CORES password. After you successfully login, the next screen provides the following buttons:

Enter Call Signs - Provides data entry fields for manually keying up to 100 different call signs.
Upload Call Sign File - Enables you to upload a file containing your call signs.
View Call Signs - Lists the call signs that you currently have registered in ULS.
Enter ASR - Provides data entry fields for manually keying up to 100 different ASR numbers.
Upload ASR File - Enables you to upload a file containing your ASR numbers.
View ASR - Lists the ASR numbers that you currently have registered in ULS.
Continue - Enables you to bypass call sign/ASR registration and complete your ULS registration process.
File Format - Displays a description of the required format for call sign files and ASR files that can be uploaded.

Click on the name of the button for a description of its functionality. 

Enter Call Signs

The Enter Call Signs function provides data entry fields for entering up to 100 call signs.  You can only use the Enter Call Signs function if you are registering 100 call signs or less.

Click on the Enter Call Signs button to access the call sign data entry form.  Enter all of the call signs you currently hold, entering only one call sign per field.  Each call sign you enter on this form must represent a current FCC license.  If you have previously registered your call signs with ULS, your call signs will be displayed.  You can add, modify, or delete your existing Call Sign/ASR Information as necessary.

After you have entered all of your call signs, click on the Submit button to complete the ULS registration process.

Note:  If you have previously used the Upload Call Sign File function to register your call signs, the Enter Call Signs function will no longer be available to you. 

Upload Call Sign File

The Upload Call Sign File function enables you to upload a file containing your call signs.  You must use this function to register call signs if you are registering more than 100 call signs.  Click on the Upload Call Sign File button to select the file upload screen.

Note:  Once you have used the Upload Call Sign File function, the Enter Call Signs button will no longer be available as an option to you.  Therefore, all future call sign modifications must be submitted using the Upload Call Sign File button.

View Call Signs

Click on the View Call Signs button to display a list of your call signs currently registered with ULS.  This information is for display purposes only.  To modify your Call Sign/ASR Information, you must access either the Enter Call Signs button or the Upload Call Sign File button.

When you have finished viewing your call signs, click on the Return button.

Enter ASR

The Enter ASR function provides data entry fields for entering up to 100 ASR numbers.  You can only use the Enter ASR function if you are registering 100 ASR numbers or less.

Click on the Enter ASR button to access the ASR number data entry form.  Enter all of the ASR numbers you currently hold, entering only one number per field.  Each ASR number you enter on this form must represent a current antenna structure.  If you have previously registered your ASR numbers with ULS, your ASR numbers will be displayed.  You can add, modify, or delete your existing Call Sign/ASR Information as necessary.

After you have entered all of your ASR numbers, click on the Submit button to complete the ULS registration process.

Note:  If you have previously used the Upload ASR File function to register your call signs, the Enter ASR  function will no longer be available to you. 

Upload ASR File

The Upload ASR File function enables you to upload a file containing your ASR numbers.  You must use this function to register ASR numbers if you are registering more than 100 ASR numbers.  Click on the Upload ASR File button to select the file upload screen.

View ASR

Click on the View ASR button to display a list of your ASR numbers currently registered with ULS.  This information is for display purposes only.  To modify your Call Sign/ASR Information, you must access either the Enter ASR button or the Upload ASR File button.

When you have finished viewing your ASR numbers, click on the Return button.

Continue

If you do not need to register call signs or ASR numbers, click on the Continue button to bypass call sign/ASR registration and complete your ULS registration process.

Note:  You do not have to hold an FCC license in order to register with the Universal Licensing System.

File Format

Click on the File Format button to display a description of the required format for call sign files and ASR files that can be uploaded.
