ULS Browser Requirements

To access ULS and ASR via the Internet, you must use a web browser that is compatible with our system. Currently only the versions of the web browsers listed below are supported for use in ULS. You may download an appropriate copy of Navigator from the Netscape website  or Internet Explorer from the Microsoft website.

In addition, to view attachments in ULS, you will need Adobe Acrobat Reader version 4.0 or later. Acrobat Reader can be downloaded from Adobe.

Compatible Browsers

ULS staff test new Internet applications as they are released and update this list of ULS/ASR compatible browsers accordingly. However, ULS and ASR may not yet be fully compatible with very recent releases.

The following web browsers have been tested and found fully compatible with ULS and ASR:

Microsoft Internet Explorer---versions 5.5-6.2
Netscape Communicator --- versions 4.5, 4.51,4.61, 4.7, 4.75

Netscape Communicator version 6.x is compatible with a limited set of ULS functions. Use Netscape 6.x to complete the following actions in ULS and ASR:

1. Cancellation of License
2. Duplicate License
3. Request for extension of Time
4. Required Notification
5. Renewal Only
6. Withdrawn of Application
7. License Search
8. Application Search

Note: All of the browsers listed above are available with 128 bit Strong encryption. However, some of the older versions of Netscape were released both with and without this technology. To remit fees using the on-line credit card payment method in ULS, make sure you download a web browser that supports 128 bit Strong Encryption.

Incompatible Browsers

Versions of Internet Explorer prior to 5.5 and versions of Netscape Communicator prior to 4.5 and version 4.6 are not compatible with ULS.  Tests have not yet been conducted with anyof these browsers and the Windows XP operating system. 

Before connecting to ULS for the first time, please read the instructions below to configure your web browser to function with ULS.

1. Java, Javascript, and Cookies

To use ULS, your browser must be configured to Enable Java, Enable Java Script, and to Accept all cookies. Follow the directions in this section to make sure your settings are correct. In addition, to use Microsoft Internet Explorer with ULS or ASR, you must download and install Sun’s IE Java Plug-in. See the section called Required Plug-Ins and Browser Applications for more information.

For Netscape Navigator Users:

    1. Click on the Edit menu.
    2. Click Preferences, and select Advanced.
    3. In the list of features that is displayed, make sure a checkmark appears in the box to the left of Enable Java, enable Java 4. 4. Script, and Accept all cookies. If one or more of these boxes is not checked, click on the appropriate box until the checkmark appears.
    4. Click OK.

You are now ready to use ULS.

For Internet Explorer Users:

    1. Click on the Tools menu.
    2. Click Internet Options, and select the Advanced tab.
    3. In the list of features that is displayed, make sure a checkmark appears in the box to the left of Java Console Enabled, Java JIT Compiler Enabled, and Java Logging Enabled. If one or more of these boxes is not checked, click on the appropriate box until the checkmark appears.
    4. Click OK.
    5. Select the Privacy tab.
    6. Choose a setting of Medium to allow cookies from third party websites. (This setting will not allow these sites to use your private information without your permission.)

Required Plug-Ins and Browser Applications

Your browser will require some additional web applications to function properly with ULS and ASR. Netscape Navigator will automatically acquire new software through a process called Smart Update, and Internet Explorer will require a one-time download of Sun Microsystem’s Java Plug-in. Follow the directions below to prepare your browser for use with ULS.

Installing the Java Plug-In – for Internet Explorer Users

Java Plug-in is a software product that serves as a bridge between your browser and Java applets (small web programs used by our online systems). The first time you use Internet Explorer to file an application, retrieve search results, or select Register/Submit Pack, you will be prompted to download and install the Java Plug-in.

To download and install the Java Plug-in, you must have at least 6 MB of free space on your hard drive and at least 240 MB of virtual memory. (To turn virtual memory on, go to Start > Settings > Control Panel > System > Performance tab.)

  1. Choose Yes from the first download window that appears.
  2. Read the license agreement in the second window, and choose Yes to accept the licensing agreement. If you do not agree, you will not be able to use ULS with Internet Explorer.
  3. The installer will suggest a location on your system where the Java Plug-in should be installed. Accept this location by clicking OK, or use the standard file window provided to browse for a folder on your computer where you would like to install the plug-in. Then click Next.
  4. You will be presented with a Java Security alert. Choose Grant always so that you do not have to reload the Java Plug-in each time you access ULS or ASR in the future. Otherwise, this window will appear each time you access the system.
  5. Finally, restart Internet Explorer.

Should the Internet Explorer Java Plug-in not automatically begin downloading, you can manually install it from this location: https://wtbjag1w.fcc.gov/ieplugin/j2re-1_3_0_02-win.exe

Troubleshooting

Depending upon your local network configuration, you may not see the Java plug-in prompt the first time you access ULS or ASR with Explorer. Instead, you may be given the following message: "Your current security settings prohibit running Active X controls." If this occurs, follow these steps to configure Explorer:

  1. Choose the Tools menu.
  2. Click on the selection called Internet Options.
  3. Select the Security tab, and make sure "Internet" is displayed as the correct zone in the window at the top of the screen.
  4. Select Custom Level.
  5. At the top of the list of Security Settings is a heading called ActiveX controls and Plug-ins. Click on the button labeled Enable.
  6. Scroll down the list to a heading which reads, Run ActiveX controls and plug-ins.
  7. Highlight the Enable button.

  8. Click OK to close the Custom Level window.
  9. Click OK to close the Internet Options window.

Note: If you are still experiencing problems with IE, see the directions on Java, Javascript, and cookies above.

Smart Updates – for Netscape Users

The Online Filing function of ULS and ASR uses the Smart Update feature of Netscape Navigator. Smart Update downloads Java files that will enable your system to communicate securely with ULS. When the Smart Update window appears, choose Grant to permit these files to be downloaded and installed on your system. Restart Netscape when the process is complete.

The Smart Update process is completed the first time you enter ULS or ASR Online Filing and updates automatically approximately once every two months. Smart Update only functions with Netscape Navigator in the Windows operating system environment.

 

3. Adobe Acrobat 5.0 Reader

Next download and install Adobe Acrobat 5.0 Reader as a plug-in to your web browser. The plug-in provides a viewer for displaying files related to applications, such as attachments and exhibits. For best results, install the plug-in after you have installed the desired web browser. This will allow the plug-in to be fully integrated within the browser window.

Click Adobe Acrobat Reader (download Version 4.0 or higher) and follow the download and installation procedures provided at the Adobe download site.
