Logging into the Universal Licensing System

To begin using ULS for electronic filing, click the Online Filing button from the ULS Home page, and follow the steps below:

1. A.  On the ULS Online Filing screen, enter your FCC registration number (FRN) and your CORES password. Then press Continue.  If you are an existing licensee, make sure you enter the FRN to which you want your online applications associated. To determine which FRNs are associated with existing licenses, search by call sign in ULS License Search. Your FRN will appear on the License Search results screen.

B.  If you are an existing licensee and registered with ULS before December 3, 2001, you have the option of entering your FRN or your Taxpayer Identification Number (TIN) and, if applicable, a Subgroup Identification Number (SGIN) with your CORES password. After entering your TIN and password, click Continue. We will provide you with your FRN.

Note: For most registrants, CORES passwords are the same as former ULS passwords. However, passwords must now be between 6 and 15 characters long.  If your ULS password was less than 6 characters, CORES has placed one or more asterisk (*) symbols at the end to make it 6 characters in length. Similarly, CORES has eliminated all characters following the 15th place.

C. If you are a new applicant and have not registered with ULS or CORES, choose the link at the bottom of the page labeled Register in CORES.  Provide CORES with your contact information; your Employer Identification Number (EIN), if applying for an organization, or your Social Security Number, if applying as an individual; and choose a password. The CORES confirmation page will display your FRN. Print this page for your records. Under the heading  titled "To continue on to another FCC Filing system," choose ULS.   From the following page, select ULS Online Filing to log in to ULS, or ASR Online Filing to register antenna structures.

Note: If you receive the error message "Invalid FRN or Password," you have either entered your FRN or password incorrectly, or you have not yet registered in CORES. Click the OK button. If you have registered, re-enter your FRN and your CORES password.   If you have not registered, click the Register in CORES button to receive an FRN and choose a password.

If you receive the error message "Invalid TIN/SGIN or Password.  Re-enter login or click Register in CORES to receive an FRN," you may have entered your TIN, SGIN, or Password incorrectly. Carefully re-enter your information. If you were not registered in ULS with existing licenses prior to December 3, 2001, you must click the Register in CORES button to receive an FRN and choose a password.

 
2. After you have entered your FRN or TIN/SGIN and password correctly, you will be able to begin filing applications in ULS.  If this is your first time using the system, or if you have not previously saved applications, ULS will present you with a menu titled Select Application Purpose.  Choose the type of application you wish to file, and click Continue.

If you have existing incomplete applications, applications completed within the last 12 hours, or market-based applications with a purpose of New that are still within the filing window, an intermediate screen appears listing these applications. A Select New Filing button is also provided at the bottom of the page to start online applications.

From this intermediate screen, you can

·         Complete or change an incomplete application.

·         Amend and resubmit a completed application.

·         Click the Select New Filing button to begin a new application.

To access an application listed on this screen, click the file number listed beside it.

Note: ULS purges incomplete applications from the database if not completed within 60 days. Completed applications appear on this screen on the day they are submitted only, with the exception of New applications in the auctionable services, which appear until the filing window is closed.
