New Market-Based and Millimeter Wave 70/80/90 GHz Services

Follow the steps below to file an application for a new authorization (Application Purpose of New) in a market-based service or to apply for a non-exclusive nationwide license in the Millimeter Wave 70/80/90 GHz (MM) service. Applicants for MM service should skip steps 8, 10 and 11. The following procedures are to be used in conjunction with the General Instructions for FCC Form 601, Long-form Application for Authorization in the Auctionable Services.

IMPORTANT!!! Recent ULS enhancements and features utilize Java applets. To use ULS to file an application for Modification, your computer must be configured with Netscape Communicator 4.7x or earlier (except for 4.6 or anything earlier than 4.51).  Refer to ULS Browser Requirements for more information.

Note: Applications filed electronically are not officially submitted until the system provides you with a confirmation message containing the file number assigned to your application.

Click the Clear button at any time to reset newly entered data from application form.
 
1. Log into the Universal Licensing System. Refer to Logging into Universal Licensing System for instructions.

 

2. Choose New License in the left-hand navigation menu.

 

3. Select your radio service from the drop-down menu and click Continue

 

4. The Main Form Application screen appears pre-filled with the appropriate Radio Service Code and Application Purpose. Enter your application data on this screen. For MM service applicants, only the applicants for non-exclusive nationwide licenses must fill out schedule B.

Basic guidelines for using the online filing form:

     
  • After you complete this page, click the Continue button at the bottom of the screen. If you did not enter data into required fields, an error message appears identifying the missing data. Click Return to go back to the page and correct your information. The system does not allow you to proceed to the next page in the application until you correct all errors. However, you can Save your application and complete it at a later date, if necessary. Saved applications must be completed within 30 days; saved market-based applications must be completed within the filing window.
  • For market-based (auctionable) services, some of the data entry fields on the online application form may be pre-filled with information that the applicant provided on FCC Form 175. You can modify the pre-filled data on your application, if desired.
  • The online application consists of data entry fields as well as "yes or no" questions. You must respond to all of the "yes or no" questions on the application. If you respond Yes to a question, you may be required to file an attachment explaining the specific circumstances. You are responsible for filing all required Attachments. Failure to provide the necessary attachment(s) could result in a dismissal of your application.
  • The Contact Information section of the application is optional. Once an entry is present in any field in the Contact Information section, the system requires entry of the following: First Name and Last Name (if individual) or Entity Name (if business entity), P.O. Box and/or Street Address, City, State, Zip, and Telephone Number.
 
5. Sign your application before proceeding. Refer to the Signing an Online Application instructions for more information. 
  • In the Name of Party Authorized to Sign section, enter the first name, middle initial (optional), last name, and suffix (if applicable) of the party authorized to sign the application. The ULS automatically populates the Signature field as you enter the First Name, MI (Middle Initial), Last Name, and Suffix.
  • Enter the job title of the party authorized to sign in the Title field.
  • Click the Continue button. 
 
6. If you failed to enter data into required fields, an error message appears identifying the missing data. Click Return to go back to the application and correct your information. The system does not allow you to proceed with your application until you correct all errors. However, you can Save your application and complete it at a later date, if necessary. Saved applications must be completed within 30 days; saved market-based applications must be completed within the filing window.

 

7. Once your application data is correct, the Intent screen appears, requesting that you select all markets you wish to include in this filing. Select your markets according to the guidelines provided in the Identifying Markets for an Application instructions. 

This step is not applicable for applicants in the MM radio service; Market and Channel information is prefilled.
 

 

8. If you are filing an attachment, click the Attachments button at the bottom of the screen. The Attachments window opens, enabling you to upload attachment file(s). 

Upload your attachment file(s) according to the guidelines provided in the Filing Attachments instructions. After uploading all of the attachment files you wish to include in the application, click the Close button.

 

9. When you have selected the market(s) you wish to include in the application, identified the markets where you are seeking a tribal land bidding credit, and uploaded all desired attachments, click the Continue button.

This step is not applicable for applicants in the MM radio service.
 

 

10. If you have selected "Yes" for the tribal land bidding credit question for any market, the next screen (the Decision screen) will give you the following options:
  • If you are prepared to select the tribal land(s) to be served and to file the required tribal government certification(s), select the appropriate market and click on Edit Tribal Lands. Please see the guidelines and instructions in Tribal Land Bidding Credit.
  • If you are not ready to select the tribal land(s) to be served and do not have the required tribal government certification(s), click on Continue to review and submit your application. 
If you have answered "No" to the tribal land bidding credit question for all markets, this screen will not be displayed.  You will proceed directly to the final screen as described in step 12.

This step is not applicable for applicants in the MM radio service.

11. At the final screen, you may review your application using the Print Preview button. If you wish to make further changes, click the Return button. To submit your application, click the Submit button. 

 

12. A Confirmation screen appears, listing the file number of your application. Please record your application's file number for future reference. Applications filed electronically are not officially submitted until the system provides you with a confirmation message containing the file number assigned to your application.

If you wish to print a copy of your completed application, click the Print Preview button and follow the Printing a Completed Application instructions. To return to the ULS Home Page, click the Home button.

Identifying Markets for an Application

When identifying the markets that pertain to an application, the system presents you with a list of all of the markets that you won in the specified auction and are not currently selected on another application. Use this list to select the market(s) that you wish to include on the application. For any given application, you can select one, many, or all of the markets on the list. The following section describes the options available when selecting markets.

A check box is located on the right side of each market in the list. To select a market, click the corresponding check box. A check mark appears in the check box, indicating that the market is selected. To deselect a market, click again on the check box. The check mark disappears.

For each market and channel block, please indicate whether you will be seeking a tribal land bidding credit by selecting "Yes" or "No". "No" is the default answer. If you select "No", you will not be able to amend your response to seek tribal land bidding credit after the close of the filing window for long-form applications. If there are not any Federally recognized tribal lands within the market, the "No" will be marked with an asterisk (*).

Important notes on tribal land bidding credit: You may only choose to seek tribal land bidding credit in a market that you have selected (checked off) as part of this filing. Please also note that after the long-form filing window has closed, you may not amend your application to change your answer from No to Yes. You must indicate your intention to serve tribal lands within the filing window.

If you won multiple markets and intend to seek a tribal land bidding credit for some but not all markets, you are encouraged to file a separate long-form application for the markets where you are seeking a tribal land bidding credit. The processing for each application requesting a tribal land bidding credit may be held for up to 90 days to provide the winning bidder time to secure the required certification(s) from the appropriate tribal governments(s) and amend the application in accordance with the Commission's Rules.

Once you finish selecting the markets that you wish to include with the application, click the Continue button. If you have indicated that you intend to seek tribal land bidding credit, refer to Tribal Land Bidding Credit for more information and instructions.

The Intent screen contains several buttons for use when identifying markets for an application. The functionality of each button is described below:
 
Return Click the Return button to return to the Main Application Form.

 

Continue After you finish selecting the markets that you wish to include with the application, and for which you are seeking tribal land bidding credit, click the Continue button to proceed with your filing.

 

Select All Click the Select All button to select all of the markets listed on the screen and include them in your filing. A check mark appears in each market's check box.

 

Deselect All Click the Deselect All button to deselect all of the markets listed on the screen and not include them in your filing. The check marks disappear.

 

Attachments Click the Attachments button to access the Attachments window. This window enables you to upload attachment files for inclusion with your filing. Refer to Filing Attachments instructions for more information.
