Required Notification

Select Notification as the purpose of application to notify the FCC that, within the required time period, either buildout/coverage or construction requirements have been satisfied, an assignment of authorization or transfer of control has been consummated, or to request a regular authorization for paging facilities currently operating under developmental authority.

Notification Procedure

Follow the steps below to file a Required Notification. A description of the Notification Screen Buttons is also provided.

1. Log into the Universal Licensing System. Refer to Logging into Universal Licensing System for instructions.

 

2. If you have existing incomplete applications, completed applications filed on the same day, or New applications in the auctionable services still within the filing window, an intermediate screen appears containing a list of these applications. Click the Select New Filing button.

If you do not have existing incomplete or pending applications associated with your TIN, this screen does not appear. Proceed to Step 3.

 

3. A screen appears requesting you to select the purpose of your application.

Click the down arrow at the end of the Purpose of Application field to access a menu of application purposes. Select Required Notification from the menu then click the Continue button.

 

4. A screen appears requesting you indicate the purpose of your submission.
  • Select option 1, 2, 3, or 4 to file a notification that 1st, 2nd, 3rd, or 4th buildout/coverage requirements for a market-based service have been satisfied. Typically, buildout/coverage requirements apply when a specific portion of a geographic area and a specific portion of the population contained within that geographic area must be provided service by a specific date. Refer to the Commission’s rules for more information on buildout/coverage requirements and how they may apply to your service. Cellular Radiotelephone Services (CL) should select option S (Construction Requirements).

Note: Licensees must notify the FCC of satisfaction of buildout/coverage requirements when they are met. In instances where notification of buildout/coverage requirements are received for a call sign and previous buildout/coverage requirements have not been received by the FCC, it will be assumed that the higher requirement and all lower requirements have been satisfied (e.g., requirement 2 is submitted and requirement 1 has not been received - it will be assumed that buildout/coverage requirement 1 and buildout/coverage requirement 2 have been satisfied).

  • Select option S to file a notification of satisfaction of construction requirements for a site-licensed service. In this instance, a site-licensed service includes Aviation Ground, Maritime Coast, Cellular, Land Mobile, Paging and Microwave Radio Services. Typically, construction requirements apply when specific authorized components of a license must be constructed and service commenced by a specific date. Refer to the Commission’s rules for more information on construction requirements and how they may apply to your service.
  • Select option D to request regular authorization for facilities operating under developmental authority (Paging services).
  • Select option G or H if this is a notification of compliance with station construction commitments for land mobile licenses with approved extended implementation plans (slow growth). Enter option G for the yearly notification compliance; enter option H for the final notification compliance.
  • Select option C to file a notification of consummation of an assignment of authorization or a transfer of control.

Click the radio button to the left of the desired option to select it then click the Continue button.

 

5. The next screen requests information pertaining to your selected Notification option.

If you selected option 1, 2, 3, 4, or G:

In the Call Signs section, enter the call signs where the indicated buildout/coverage requirement has been satisfied. Call signs are located on FCC Authorizations.

Note: When Multiple Call Signs are entered for market-based licenses and the Submit button is clicked, each call sign will become a separate application and will receive a unique file number. Attachments will be associated with each call sign that was included on the original application.

Example: If you enter ten (10) market-based call signs on the data entry screen and you upload five (5) attachments, when you click on "Submit", ULS will create ten separate applications with unique file numbers and associate the same five attachments with each of the ten applications. For this reason, when uploading attachments for specific call signs, include the call sign in the file description; i.e. "KNNN333: Coverage Map" or "KNNN333: Narrative Description of Coverage." Or, if the same attachments do not apply to all call signs that require a notification, you may continue to file separate Required Notifications for each call sign.

If you selected option S, D, or H:

In the Call Sign/Locations/Frequencies section, enter the appropriate information to show where construction requirements have been satisfied.  Notifications may apply to the entire system or specific portions of the system. Enter only the call sign if the notification pertains to all locations for the call sign or all paths for the call sign.  If licensed in a service other than microwave and are reporting the construction of a frequency, enter the call sign, location number, and frequency. If licensed in a microwave service and are reporting the construction of a frequency, enter the call sign, path number, and frequency. Note that Locations are used for all site-licensed services EXCEPT the microwave services. Paths are used ONLY for microwave services.  Each column is defined below:

  • Call Sign - Enter the call signs where the construction requirements have been satisfied. Call signs are listed on the FCC Authorizations.
  • Location Number - For all radio services EXCEPT microwave, enter the location numbers where construction requirements have been satisfied. Location numbers are listed on FCC Authorizations and are used in the following radio services: Aviation Ground, Maritime Coast, Cellular, Land Mobile and Paging Services.
  • Path Number - For microwave radio services only, enter the path numbers where construction requirements have been satisfied. Path numbers are on the FCC Authorizations.
  • Center or Lower Frequency (MHz), Upper Frequency (MHz) - For reporting the construction of a specific frequency, enter the assigned frequency in the area labeled "center or lower frequency". For reporting the construction of a frequency band, enter the lower frequency of the band and the upper frequency of the band in the designated areas. Frequencies must be entered in Megahertz (MHz) Frequencies are listed on FCC Authorizations.
  • Number of Operational Mobiles - Enter the number of mobiles in operation ONLY if a license is in a Land Mobile Radio Service and ONLY if operating in the 470-512 MHz band or above 800 MHz with a non-SMR conventional system.

If you selected option D:

In the Call Signs section, enter the call signs where a regular paging authorization for facilities previously operating under developmental authority is being requested. Call signs are listed on FCC Authorizations.

If you selected option C:

Enter the File Number of the Assignment of Authorization or Transfer of Control application and the Date of Consummation of the transaction.

 

6. If you are requesting a Waiver in conjunction with the Required Notification filing, only include the call signs that are associated with the waiver request. ULS will associate the waiver request with all call signs filed on the application. Call signs not impacted by the waiver request should be filed under a separate Required Notification.

If you are operating in a radio service that requires a fee for submitting a waiver request, you must enter the number of rule sections being waived. ULS will calculate the waiver fee based on the number of call signs in the filing and the number of rule sections being waived.

When attaching your waiver request, be sure to use Attachment Type "W". Refer to Filing Attachments for instructions on filing attachments.

 

7. Scroll to the bottom of the screen and sign your notification by following the steps below. Refer to the Signing an Online Application instructions for more information.
  • In the Name of Party Authorized to Sign section, enter the first name, middle initial (optional), last name, and suffix (if applicable) of the party authorized to sign the application. The ULS automatically populates the Signature field as you enter the First Name, MI (Middle Initial), Last Name, and Suffix fields.
  • Enter the job title of the party authorized to sign in the Title field.
  • Click the Continue button to submit your notification.

 

8. If you failed to enter data into required fields or entered incorrect data, an error message appears identifying the missing/incorrect data. Click Return to go back to the application and correct your information. The system does not allow you to proceed with your application until you correct all errors. However, you can Save your application and complete it at a later date, if necessary. Saved applications must be completed within 30 days.

 

9. Once your application data is correct, the Attachments screen appears. This screen enables you to upload attachment file(s).

Upload your attachment file(s) according to the guidelines provided in the Filing Attachments instructions. Use Attachment Type "W" when filing a waiver request and Attachment Type "O" for all other attachments. After uploading all of the attachment files your wish to include in the application, click the Submit button.

Before filing any attachments for market-based licenses, please see the note on multiple call signs under number 5 above.

 

10. For site-based services, a Confirmation screen appears indicating the unique file number assigned by the system to your application. For market-based services, a Confirmation screen will appear providing you with a file number for each call sign entered. Please record the file number(s) of your application(s) for future reference.  Applications filed electronically are not officially submitted until the system provides you with a confirmation message containing the file number assigned to your application.

If application fees or waiver fees are required for your application, the Confirmation screen also shows the payment type code and the fee amount. Refer to Submitting Application Fees for instructions on submitting the fees required for your application.

For site-based applications, if you want to print a copy of your completed application, click on the Print Preview button. For market-based applications, click on one of the underlined fields (Call Sign, Licensee Name, or File Number).  See Printing a Completed Application instructions for further details.

To file another application, click the Filing System Menu button. To return to the ULS Home Page, click the Home button.
